it was belonged to a particular designer or not ?.

Not by name. The title and caption read:

Reality and Imagination: How a German designer sees the future of flight

No mention of rocket-power but the sketch does seem to show reaction engines of some sort.

That doesn't necessarily mean, that this design should have used a Mélot jet engine, but there already were numerous
ideas around.
