An electrode array and speech algorithm is able to decipher brain impulses and convert it to speech or text at realtime speeds. The array monitors brain impulses that control mouth, tongue, and lip movements that accompany spoken speech. The algorithm determines the movements that would occur and the resulting spoken words.

Electrode placement, signal capture, pattern recognition. I'm not talking Inception [yet], but include an auditory implant and you can guide/manipulate targets quite easily. It makes for much better interrogation, harassment and disruption than older methods. Supplement that with signal pulse generators targeting various nervous systems and you've got a decent toolkit when orchestrated.
