Going back to 2006, the CBO published a report with 5 different options for fleet sizes, ranging from 241 to 181 ships. Back in 2006, the fleet had 285 active ships, which is exactly 2 less than the lowest ebb of 287 ships the navy will have in 2027.
In other words, the current situation is far from dire.
