Could coordinates be used for the airport with a -dash name for an airport name—-but universally?

Only ICAO codes are universal.
Common "airport names" are susceptible to change at the whim of politicians.
Roissy -> CDG, Tel Aviv -> Ben Gurion, etc.
And unfortunately the ICAO and IATA codes often follow the change.
