Looking at this years on. Problems as a non Aerospace Engineer I think I see.
1) Would Jarvis as originally proposed have worked? Even if it dropped down to half the mass into LEO.
2) Would Jarvis suffered from mass gain to the empty weight vehicle.
3) Plus the big killer of launch vehicles being done on the cheap by derived from existing hardware. I'll use the SLS as an example. How much of original Shuttle hardware is still there. This aside from the protracted development time.

3. That would be wrong. SLS is outlier.
Atlas D, E & F ICBMs pulled from the plains and Thor IRBMs pulled from England and converted into launch vehicles.
Atlas, Titan and Delta/Thor launch vehicles were derived from Atlas, Titan and Thor weapon systems. Models were upgraded 60's, 70's and 80's.
