For my money the Royal Navy Leander class frigate remains the classic design for this type of ship.
It had a decent and impressive looking gun. It carried both an anti sub helicopter and mortar aft. Its air defence was a bit weak but Seacat was the first small ship SAGW.
Above all as warships spend most of their lives in peacetime duties the ships could perform the widest range of duties worldwide and look smart doing it. Images of Leander frigate on port visits prove this.
Sadly the need for specialised ASW capability made the T22 much less impressive, though in a war of course it would have been very valuable.
As you can guess I have emphasised appearance and peacetime work.
So which is your candidate?
Perry class?
Lupo class?
Krivak?

Type 22 was significantly more capable and survivable (with Sea Wolf providing good point-defence capability for the time) than Leander, and of course Batch II carried Classic Outboard, vital for gathering information on Soviet use of the electromagnetic spectrum. I would certainly consider it to be one of the best of the Cold War frigates, given the importance of shadowing and intelligence gathering by surface combatants during the Cold War.
