The date at lower right corner (27-6-44) could be a clue, perhaps. Some terms of document are amazing: "robot", "pilotless aircraft" 
Seems, that idea was to "catch V-1, then turn the made 180-degree turn and release it - in order to change direction of flight to the opposite?
