Just relaying the story no other sources to confirm, however, I am of two minds on the subject. As a proponent of the free market Russia has the right to accept the highest bid, but, seriously NASA (meaning the US government) can we get our manned program up and running? If this is true it would make a great Romney point in speech or debate - not to get political just saying.
