Putin Approves Bill to Create DARPA-Like Agency

Russian President Vladimir Putin on Tuesday approved a legislative measure to establish an elite military scientific research office similar to the U.S. Defense Advanced Research Projects Agency, RIA Novosti reported. The Future Research Fund's principal responsibility will be to finance speculative, cutting-edge scientific projects with military applications that potentially could lead to big gains in defense capabilities. The Russian government would have ownership of all research and possible breakthroughs. The defense research agency is to fall under the auspices of the Defense Ministry and will supplant the work of Deputy Prime Minister Dmitry Rogozin's armed forces weapons agency. It is not clear whether Rogozin, who advocated for the creation of the new agency, will head it. Approximately 100 personnel will be assigned to the Future Research Fund to oversee approximately 150 research efforts. Meanwhile, Moscow intends between now and 2015 to significantly raise yearly military expenditures by 59 percent, to $97 billion from this year's spending levels of $61 billion, RIA Novosti also reported.
Russian Duma Defense Committee head Vladimir Komoedov in a preliminary version of his committee's three-year budget said "targeted national defense spending as a percentage of [gross domestic product] will amount to 3.2 percent in 2013, 3.4 percent in 2014 and 3.7 percent in 2015." The expanded defense budget is to be dedicated toward a variety of goals, including to re-arm "units with new weapon systems, military and specialty equipment," as well as to "provide housing and social safeguards for service members," the draft budget states.
