I’m kinda curious if intelligence could be that different. Even animals with very different Brains to us seem to be driven by drives, varying levels of socialization, some ability to understand the world around them etc. intelligence like anything else seems to be a trait that helps creatures survive.

Octopus, Elephants, Dolphins, and Crows behavior makes sense to us even though it’s complex. Obviously the lense we see the world through differs but our behavior isn’t all that different, eat, sleep, interact, understand the world around us in some way, entertain ourselves.

We are not intelligent enough yet to answer that question. How many strange things can exist or have existed in our galaxy, in the billions of galaxies that we will never be able to visit or in an infinite number of universes and parallel dimensions that could now be interacting with ours, without us knowing it.

Well, we also don't have enough muscle mass to fly, or to lift a car, or to run at 200 km/h. We can't see Jupiter; we can't breathe underwater... That's why we've built machines that can do it.

Before the end of this decade, strong AI and quantum computing will give us the answer, but we may not like it because machines are not supposed to lie.
 
They might actually end up producing truth in that case.
You have touched on a subject that, in my opinion, has great depth.

I had initially taken it as a joke, but then I began to think of strong AI as a truly superior intelligence with enormous social and diplomatic skills. Possibly an advanced intelligence habitually uses lies in its dealings with humans because it is the usual thing to generate trust and avoid confrontations. A machine that tells the truth is destined to suffer the same fate as Grimhilde's magic mirror, an intelligent machine will act prudently in its dealings with the savages who created it.

Even more disturbing is the possibility that a truly superior AI will decide to protect us from truths it deems dangerous, preventing us from deciding how we might use that information. His sense of compassion might seem fit to free us from guns, technology, and scientific curiosity.

Could that have been the end of other technological civilizations developed in other worlds?

If all the intelligence that exists in the cosmos is artificial, that would be a good reason to justify the zoo hypothesis used by the defenders of the Fermi paradox.

That is the favorite hypothesis of environmentalists, Luddites and the Inquisition: The man and his technology are a danger to the planet and if we do not prevent it, it will also be a danger to the rest of the universe. They have not yet taken on board the exploits of Gagarin, Borman, Anders, Lovell, Armstrong, Aldrin and Collins and continue to try by all means to cancel manned space flights. The big question is whether the obsessive anti-tech activity of these groups is due to their own ideology, or whether they work for the Drax Corporation, or are they directed from an outside intelligence that fears our expansion will become exponential.

Bottom line: DO *NOT* EMPOWER ANY ARTIFICIAL SYSTEM TO MAKE ANY *IRREVERSIBLE* DECISIONS WITHOUT HUMANS IN/ON THE LOOP.
 
Aquatic aliens will likely have to be made.
No fire, metallurgy, etc.
They'd be unlikely to meet as spacefarers, unless they were masters of biotech.

I suspect that the more likely to meet "aquatic" aliens would be semi-aquatic or amphibious, able to crawl up onto dry land to make fires and smelt metals that way.
