Depending on the reason of the nonexistence of Merlin, there could be several solutions. If the early Merlin was cancelled due to the ramp head fiasco, one could possibly see Fairey's P12 Prince (a 25,5 litre V12), if it could be developed to a production version and a factory established (a cooperation with Lord Nuffield's Wolseley could be possible). This would also probably put further pressure on Bristol to sort out the problems of the Taurus and Hercules earlier and improve their output quicker (better superchargers and a pressure carbeurettor or direct fuel injection), but this would demand an increase in the design staff which would require pressuring the cousins. Other RR engines would probably also be developed. In such a scenario, Exe might reach production and Peregrine and Griffon might appear earlier (with both possibly being more primitive than OTL due to not being able to utilise improvements brought about by the Merlin). Such a scenario might also put more pressure on Sabre and Centaurus being ironed out earlier and might enable the mass production of Fairey Monarch and Alvis Pelides.
