That's a good start. I like the "SECRET" stamp style. Perhaps you might put that the corner tab of a file folder and have some of the pictures of those secret projects peeking out from the folder?

I would try the background in a grayscale negative, with the "stamp" in bright red.

Yeah,a red stamp makes sense, the text is the colour it is to fit the forum theme.

Did a quick page layout, but making it work is proving difficult.

*Chuckle* Well at least you don't have to include all the markings for classified documents in a tightly controlled environment. Some thing like (with a spot of tweaking for fun ):

SECRET
SECRET PROJECTS
NO SPECIAL ACCESS REQUIRED​

Such a pain to deal with on all documentation, let alone all the other fun& games.
