Odd Idea for Aeroplane,1934 ?

here is a strange idea for airplane,and I don't know if the method had been tried on
a real aircraft or not ?.

In an article by R Pris, deputy director of l'Institute aerotechnique at Saint-Cyr (August 1934 edition of Aerophile) titled "high lift devices and flight safety". A model tested in the wind tunnel, no indication in the text that it was to be tested full scale. All the technical information and multiple graphs in the article.
