The belly mounted array is surface search.

Dorsal arrays are for air search.
 
Why are we talking about Airbus and NATO and GlobalEye on a thread about "US AWACS recapitalization for the 21st century" :)
 
This plus the STOL version of the MQ-9B and it's an instant AEW&C for the STOVL ships like the Wasp/America classes or Queen Elizabeth class. Significant upgrade for very little cost and no significant retrofits.

Not a surprise, perhaps. But even an expected outcome can still qualify as a 'setback'.
 
That sounds so crazy. But I understand the conclusion. However, Boeing has used us of prioritizing Shareholders driven decision. I doubt that any sane management would draw a line on a billions dollars contract and as much revenues per decades unless loosing already a hemorrhaging large amount of money (and in the case of Boeing strategy to evade taxation, large should be spelled in capitals).
