The post-war Martin Seamaster flying boat had a pair similar water-brakes under its aft hull. Seamaster was on of the few (perhaps only) seaplane with water brakes. Deploying only one water-brake turned the Seamaster.
Has anyone read reports of Seamaster water-brake testing?
 
Yes they tested such breaks but the results were not that good compared to the disadvantages such as holes in the bulkheads and bulges for the motor system to open and close the breaks and you need either many smaller or a few quite larger brakes to effectively stop or slow down a many thousand tons ship.
 
Brakes were created for a sailboat by German sailor/inventor Manfred Curry. They would have been used during the start and in tight maneuvering. They were outlawed shortly after being seen by the rules committee.
