Perhaps the confusion springs from Norge C being a homebuilt design. So the question is: who was the aircraft's designer and who was the home-builder?

This site on the Kilen sjøflyklubb (the seaplane flying club at Lilløykilen) mentions "Litt senere kom flykonstruktør Kristiansen dit ("Norge A/B/C")", suggesting that Aksel Kristiansen was responsible for the design of all three Norge types.

This site says Norge B was built at Lilløykilen during the German occupation by Aksel Kristiansen but not revealed until after the war. Finn Peter Berg (later a Partnair pilot) built the Norge C, a development of the unsuccessful Norway B. This suggests that Kristensen designed the Norge C but Berg built the aircraft.

Sorry if my contribution adds to the confusion, but I understand that the Norge A (pre-war) and Norge B (LN-HAE) may be designs of Mr. Birger Honningstad. The Norge B was apparently indeed built (as a homebuilt project) by Mr. Aksel Kristiansen with help from Widerøe Flyveselskap og Polarfly.
The Norge C (LN-14, then LN-BWD) seems indeed a design of Mr. Kristiansen and built by Mr. Berg (again with help from Widerøe?).

Thanks for clearing that up walter! A resemblance to the C.5 Polar can certainly be seen. Some details:
Honningstad Norge A, c/n 1, LN-FAM. Designed and built by Birger Honningstad in 1938. Owned by Aksel Kristiansen and AR Bjercke [Alf R Bjercke, later a mechanic with 332 Squadron?] but leased to Wideroes Flyveselskap A/S 1938-1940. Seized by Germans and damaged.
Honningstad Norge B, c/n 1, LN-HAE. Designed by Birger Honningstad, built during war years by Aksel Kristiansen. Leased to Wideroes 1946-1948.
Honningstad Norge C, c/n 1, LN-BWD (test reg. LN-14), designed by Aksel Kristiansen, built by Finn Peter Berg. Leased to Wideroes 1960-1963.

Honningstad C.5 Polar, c/n 1/1948, LN-DBW (test reg. LN-11). Designed by Birger Honningstad, built by Wideroes Flyveselskap A/S. Leased to Wideroes 1948-1958. The C.5 (sometimes called a C.5 Norge) resembled an enlarged, radial-engined Norge C.
Honningstad Finnmark 5A, c/n 1, LN-BFF (test reg. LN-10). Designed by Birger Honningstad, built by Norsk Flygindustri A/S, 1949. The Goose-like Finnmark originally had Dornier-style stummeln with combined ski/wheel undercarriage, later changed to fixed wing floats.
