It seems to me that the problem of cost efficiently kinematically surviving within surface to air missiles is a problem that can be solved completely with aerospace domain knowledge.

Given mission vehicle with requirements of:
1. Payload weight and cost
2. Distance to SAM launch point for mission
3. Combat Ready Duration (higher power consumption than cruise)
3. Mission Radius
4. Vehicle Lifetime

And cost equation of aircraft design (that includes missile flight regimes) which defines:
Total Cost = function of (payload, aircraft dynamic capability, lifetime)

And a equation of pursuit-evasion that computes No Escape Zone.

And a basic function of missile warhead size to lethality volume function

One can:
1. Compute Total Cost of mission vehicle with different flight characteristics (speed, attitude, agility)
2. Compute lowest cost counter missile to intercept mission vehicle

One than than proceed to search the space where:
(Cost of Lowest counter-missile) / (Cost of Mission Aircraft) is maximized.

And even more fun one can explore the design space for things like here cost of interception missile is maximized, and so on. One can also play various parameters of missiles, launch distance, payload packages and so on and see how it impact both optimal design for both sides.

This does seem like a significant project and the first thing to do is ask whether anyone has tried building the relevant equations, whether it is stupid. How much effort would it take to have any result at all, and what resources is the best place to start?
