Iran large site construction

Was scanning Google earth this morning and came across this large site currently under construction!
36°52'10.57"N, 46°10'50.92"E

First pic shows site from back in 2007 and the second pic shows site more recently in 2011 most the buildings are finished and some covered up with only top parts sticking up out of dirt. could this be a centrifuge site?

here in this pic shows two below ground structures that were built and then in next update of site look to have been completely covered up.

Centrifuges require a few things.
- Lots of (clean) power.
- Very level and stable foundations
- Good physical security, usually with housing nearby for a guard force.

And some other things. Notice how bad the roads (or, lack of roads) here is?
These locations look more like cattle feed lots.
 
If this is military it is lot more likely to be some kind of conventional ammunition handling facility, with the long narrow buildings being storage, and the central building with what appear to be numerous bays being a working area. The central building reminds me some of the ‘high performance’ magazines people began building in NATO states in the late cold war which shared common walls. However given that the buildings are not even aligned with each other, it seems dubious that it is a military project at all. Some kind of farm setup, using the berming the keep the livestock cool is certainly more likely than centrifuges
