It's a pod. On the station outboard of the highlighted one you can see an AIS/ACMI pod.

Yes, I also think that pod on the F-16CJ simultanes SEAD (Suppression of Enemy Air Defenses) missions.

It's some kind of captive AGM-88, probably a CATM-88. Look at the lines and panels, and the nose shape.
