I translated several parts from 2:28 in the film, which explain Japan’s situation and the basic tactics of submarines.

“Our country has no iron, no coal, and is short of oil. Japan is a resource-poor nation, and furthermore is surrounded by the sea on all sides. For Japan, from the standpoint of national defense and strategy, submarines are absolutely necessary. In future naval warfare, spectacular decisive battles like the Battle of Tsushima are unlikely to occur. Instead, combat will initially be carried on through the actions of aircraft and submarines. We will carry out commerce raiding and economic blockade to the fullest extent. At the same time we will, as far as possible, smash the enemy’s combat power. After that, the main battle fleet will sortie to make victory final and decisive. This is considered the most effective strategy.”
