'Odd Combat Aircraft' aside, this topic would be more accurately titled "Georgia Tech Research Institute Hydrofoil Test" ... since GTRI is the applied research arm of the Georgia Institute of Technology.

The image is almost certainly part of the test work done at GTRI under Douglas A. Ford now Chief Engineer and Director of Advanced Innovation for the hydrofoil racing governing body, H1 Unlimited.
