Great concept, but Al Quieda, Boko Haram or the next bunch of domestic terrorists are going to invent a completely new form of warfare that will baffle Pentagon projections.

The best the regular army can do is train too many troops for a wide variety of missions in hopes that one of those missions will come true. Even so, those troops must be flexible enough to adapt their tactics after their first clash with the newest opponents.
