The rocket is a serious idea, rapid deployment and loitering, stick solar on it and its a goer.

Initially it was political. Uppercu-Burnelli was financed by Arthur Pew, a backer of Wendell Willkie, who ran against Roosevelt. After favorable trials of the Burnelli A-1 with the USAAF Roosevelt was going to give UB a contract, ready to sign, and then found out Pew was involved and then cancelled the contract. Burnelli tried again with the CBY-3 in 1948, but was again denied a contract as the aircraft was considered too old in design. After the war Douglas and Boeing, dominated the market with widescale production of the DC-3/C-47 and B-377/C-97 transport aircraft. Burnelli's ideas, remained for the most part, just ideas after the war.

By 1948, it was.
The poor thing had served in the FAFL (Forces Aériennes Françaises Libres) in 1942 under its Cunliffe-Owen Clyde Clipper OA-1 incarnation, and even then wasn't a great success.
So, by 1948 after the war's progress, it definitely was obsolete.

Maybe the concept of lifting body wasn't, but that design of a plane, yes.
