Another unlikely scenario to get some interesting projects. Western Europe had sufficient technology in the 1960s to get a European astronaut to the Moon, though probably not ahead of the USA.
The Moon proved a bit of a dud, no readily accessible water etc. But supposing it had been interesting enough for the Soviet Union and USA to carry on moon missions into the 70s.
France and Germany decide that an Ariane based lunar launcher is essential to get the European Community its share of lunar goodies. Britain having just joined the EEC in 1973 joins in, bringing Hawker Siddeley and BAC to the project.
