Before the proposed NASA budget cuts they were going to spend $178 million to build the radar for this mission. NASA reneging on that commitment is quite likely to blow up the whole project.

It’s possible ESA will fund the completion of the US radar or will find a suitable European replacement. However, Europe faces the need for additional military spending due to US policy. Letting Envision die and blaming the US for it is the politically pragmatic thing to do. ESA has a lot of expertise in Earth science radars so they could no doubt build a new radar if the funding was available.

Don’t forget that these kinds of cooperation usually come with participating scientists and data sharing agreements. So not only does NASA contribute an instrument, they also get to participate in the science analysis. That's all being wrecked now.
 
The abstracts for this September's Europlanet Science Congress 2026 includes an update on the EnVision mission.

This tidbit stands out: "The NASA Sband Synthetic Aperture Radar contribution is at the time of writing not likely to be included on the mission, and ESA is currently investigating alternative European S-band SAR technologies for the intended targeted surface imaging as well as polarimetric and stereo imaging, radiometry, and altimetry."

With the Phase B1 studies running, and when they are complete and the national financing is secured NASA will be out unless they commit, which is unlikely. I will be interested to see if they will officially will pull out or wait until they are thrown off the mission.
