Raytheon developed a submarine text messaging system way back in 2008. It was used during an ICEX test to evacuate a seaman by arranging a pick up rendezvous. It apparently got a lot of attention/interest from other navies which may have also installed it. However, you can't find any recent info/news. Some articles describe it as a digital based system. Even as a paging system, it gave a direct connection between submarines and air/land forces so they could coordinate their actions. The subs can operate at speed and depth while using the system.

The absence of any further information or news releases suggests the Navy wants to keep the system under wraps. Especially if the paging capability evolved into something more like email. This would definitely make an impact on ASW (lets distributed sensors talk to each other). Just like SOSUS arrays had been set up, you could have covert arrays of the enabling relay buoys established to provide ready made networks.
