In 2008 Lockheed was awarded a contract to "weaponize" the HTV-2 design, and build a 3rd HTV-2 using this design as a Hypersonic Payload Delivery Vehicle. This is apparently the "payload delivery vehicle" for CSM, the Air Force's prompt global strike solution. The CSM booster itself is the Minotaur Lite used for the HTV-2 test.

Environmental assessment to launch a missile. ::) If I was President or SecDef I would say "We are launching the damn thing quit wasting time and money with this environmental BS."

We used to explode nukes in CONUS for gosh sakes.

They have no power to do such a thing. They have to obey the law of the land too.
What was done in the past is not a reason to doing the same thing now. Every new program has to do an EIS. NASA got smart and developed an EIS for a "generic" spacecraft that is applicable for ten years. If a science spacecraft is within certain parameters, the project refers to the generic EIS for its mission.

Notice I said "If I was" and not "What the President SHOULD do is". I was being facetious guess I should have added a smiley face. You didn't think I thought the Air Force was doing it voluntarily out of the goodness of their hearts did you? :D
