To be fair, many of the petroleum pipeline operators also operate chemical pipelines, so last year’s directives covered a lot of those. Same goes for the plant operators. There‘s a lot that I won’t say since I worked this very problem in my last job, but there’s a difference between won’t move product because we might get crosswise with the feds and can’t move product because the systems that control are hit.
