I suspect they'll take the same approach as was done with Boeing's Starliner after the in-orbit thruster failures, send Shenzhou 20 down on its own, and bring the crew back using the waiting Shenzhou 22, as discussed in the article below.

Question is what is hit on Return Capsule ?
if is light damage, they could return in Shenzhou 20

If worst case scenario confirm the capsule unable to return safely
they send Shenzhou 22 unmanned to Tiangong to return the crew to earth
