Bulat small anti-vehicle missile (Epokha complex)?

Does anyone have any analyses regarding the Bulat? Seems to be a scaled down Kornet. In limited production as part of the Epoch complex. I found these images online (sources uncertain):

Those missiles have some oddly shape tail-fins.

I've uncovered one report of a range of 3 km (so approximately one third of the larger Kornet EM).

Kornet is AT-14 Spriggan. The "mini-Kornet" Bulat may not have a public NATO name. AFIC doesn't always assign one now, when the Russian names are known.
