That is a picture of the A.V. Roe Canada GEMINI.
GEMINI is an acronym for Ground Effect Machine In Northern Industry, which tells you what its intended use was.
Four independently driven, independently steered wheels with hydraulic suspension, ground pressure reduced to a quarter of the vehicle's weight by using an air cushion. The front part housed three occupants and a 250hp gas turbine driving the air cushion fan on top of the vehicle. Aluminium alloy construction. Weight 3,600kg, useful load 450 kg, 56 km/h speed.
