You didnt understood, India is entirely irrelevant.
If the German MOD needs a foreign partner to work with MTU in order to develop a new 10/13 ton engine they just need to call Rolls Royce, who a) happens to have tried to sell such a development to at least three different countries (South Korea and India being the latest) in the last decade and b) happens to have ten thousand chaps already working in Germany.

RR trying to sell devlopment ,does not mean any development is actually done , its a sales pitch to find someone to finance that development , enter the bollywood danceoff stage right, RR and MTU as basically angling for same fish.

The discussion was if MTU and RR Deutschland, the two together, could develop a new engine for a next generation future German fighter, something that is disputable.
I've pointed out if the German MOD thinks that there isnt enough know how in Germany and wants some external help they can simply phone RR plc, who happens to have already built and tested several different jet engines demonstrators for combat aircrafts post EJ200, including the very recent Orpheus. On top of that Rolls Royce has been actively trying to get a partner to develop a new 10/13 ton jet engine for at least a decade... Did i forget to mention that the German MOD and MTU have been working with Rolls Royce plc for more than half a century?

And obviously in order to develop a new jet engine someone has to pay.
