The question of orbital launchers have been studied to death, with air breathing systems being fairly marginal.
However there has been huge growth in rocketry as part of A2AD warfare, and air launched systems like kinzhal and rampage does exist.
Air launched systems generally piggyback on existing fighter aircraft like Mig-31, F-15 and such. The multirole and extreme costs of such aircraft really limits scaling up.

So if we are to design an dedicated air breathing ballistic missile boost vehicle, what can be done?
1. Purpose: To reduce logistics (fuel) requirement for long range precision fires with A2AD zones.
2. Requirements: High Speed/Attitude/Payload (lets say Mig-31 release point with less range requirement): Forward field operating capability, low platform cost, low cycle life.
