Looks like a flight sim image with crappy noise added, an incorrect horizontal motion blur added over that and then an over-the-top lens flare added on last.

To prove a point; in the couple of minutes that I last posted, I went and made up discovered an image of a secret, single tailed stealth aircraft:

Made using these 2 images: F117, Clouds.

Made by layering the F-117, adding noise, adding horizontal motion blur, decreasing saturation and contrast (should have done that earlier to keep the noise more colourful) in Paint.net (a program, not a website) and then jumping over to Photoshop to add the lens flare before doing a final de-saturation and scaling the image down to the same size as OP's.
