28 january...two Tu-95 "bears" over normandy in france...

Did l'Armee de l'Air put up anything to monitor these Bears? Anything in the French press about French ops?

Or is the RAF doing what it said it wouldn't in 1957? (See Battle Flight Page 59)

I think that your title is wrong. Your two links say that the Russian aircraft were flying over the Channel, south of Bournemouth. French Normandy is on the other side of the channel, and they were definitely not over French territory.

Here are French press sources about the same incident. They say that the bombers were 40 km away from the English coast. They were intercepted by British Typhoon, and a Rafale was also sent over Le Havre:

French Minister of Defense confirmed that the Russian aircraft were contacted by the French, without giving any detail:
