The only realistic Soviet space project of that times was the VR-190 suborbital capsule proposed by Tikhonravov, that was analog of BIS Megaroc proposal.

Yes but Tsiolkovskiy's work was really too seminal with no practical application (same consideration for Oberth and Goddard).
While the VR-190 was a real project that could eventually lead to actual suborbital spaceflight, as happened for Mercury/Redstone.
