Haven't had a chance to read it but the issues are huge. Manpower is an issue due to the piss-poor job our "education" system has done over the past couple decades. AvWeek had an article a while back about how large forges are a huge bottleneck (and they aren't kidding). Some of the problems aren't quickly fixable.
Ok good, because I didn't want to offend. I skimmed through the paper and I honestly have no idea why these people wrote this paper. They don't seem to have relevant backrounds. They spend the first three quarters of the paper describing the public topline features of various missiles, and then they end with suggestions that betray their complete ignorance of US defense procurement (the term "Multi-Year Procurement" appeared only in the glossary of terms, never to be referenced).
