Has consideration even been given to "refresh" all the remaining B83 Nuclear weapons with a precision guided fin kit and hardened nose for extremely deep buried hard targets?

Not that I am aware of.

Instead the US built the B61Mod13.

Not recently. The US was looking at the B83 as an EPW at various points however.

Personally I do not believe that the B83 will actually be dismantled. B61 EPWs like the B61-11 require the bomb to be dropped from high altitude, and I am doubtful that as the radars of China (and maybe Russia) improve that the US will be flying high. Stealth is a constant battle.
