I suspect you're misunderstanding the purpose of this. It's not for recruiting a force of cybersecurity people akin to Cyber Command. It's a much more general effort to improve recruitment of early career IT/cyber professionals into the federal government. The government does a pretty terrible job recruiting smart junior professionals in IT fields, mostly because it can't pay nearly as much as Silicon Valley or even corporate IT departments. This is a very small effort to do some targeted recruitment and explore ways the government can attract more skilled young candidates to work across the government in all sorts of IT fields.
