That's a strange UAV , like a unmanned F-117 from Modern technology solutions inc PDF , any information about it ?

There are two pictures of coin from ebay , show same UAV , that's said it from 1993 ?

what's meaning with special access programs ?
 
I wonder if the MTSI Delta was intended as a ELINT/EW platform.
