PLA(A)F has like a entire series of these, also this ship should be named Yuanwang-8, Yuanwang-1 is a old tracking ship decommissioned already.

Correction, they ditched the Yuanwang series(?). The new ship is called Liaowang-1.

The "telescope" in the middle is certainly an interesting feature.

Better image, it does indeed have a telescope in the middle. Interestingly, despite being operated by the PLA, It's not a PLAN ship but instead assigned under a division of PLA Aerospace Force which is also why it doesn't have a proper pennant number.
