So while reading the Armored Cruiser Wikipedia article it states that it was actually William White that put the idea of a battlecruiser forward during the predreadnought era I was wondering if anyone has any specifics on the design if indeed it actually existed

There were some pre-1904 ideas along the lines of a proto-Battle cruiser. If White designed something along those lines then the Japanese Tskuba and Ikoma are probably typical of the sort of thing that you're talking about.
The cited work for the passage in question in the Wikipedia article is Friedman, Norman: British Cruisers of the Victorian era Location 6248 ISBN 972-1-61251-956-2

Many of the Proto-Battlecrueirs were often called by the designer as Cruiser-Battleships.
