User ratings revised

The old post based ratings, based on ranks from the old computer game "Elite", are replaced with a new classification scheme.

Currently we have, in order of increasing coolness:

CLEARANCE: Unclassified 570 users
CLEARANCE: Restricted 54 users
CLEARANCE: Confidential 39 users
CLEARANCE: Secret 11 users
CLEARANCE: Top Secret 9 users
