In Japanese comic March 1988 issue ″Combat Comic No.16″ .
Tu-199 Бальзак takeoff from Khabarovsk Airbase, mission of ″Операция Япона″ invading Japanese territory.
Armament is 23mm machine gun on wing and body.
Tu-199 Бальзак will destruction target to Tokyo.
Fire Two ALCM will devastation on Tokyo.

The naming is just totally wrong. Firstly, bombers were assigned even numbers in Soviet classifications (that's why Tu-4, Tu-16, Il-28 and Tu-22). Secondly, USSR did not gave personal names to bombers, or even bomber classes. Okay, it could be NATO identification (Balzak), but still no excuse for odd number.
