I wonder how many books, studies and white papers of this nature have been written? I agree completely with the Generals sentiments and reasoning. Unfortunately I am now jaded after these decades of participating in and observing the very process he innumerate. I do not think that our leaders have the will to unemploy tens of thousands of government employees, even after moving some (SES and above) to other government agencies. The first thing a bureaucracy will do as an organism is to protect itself. I see no reason not to expect the largest to do just that.
