It looks like a target drone trying to be a mini SR-71.

-The thickness values seems to be in inch and lengths in mm (metric/imperial?!)*
-The trailing edge blunt end points toward a flight regime with thermal considerations
- I am not sure that the blades are part of a RAT system. I think they are only fixed radar shape to simulate the RCS of an engine (see how the plane of rotation is canted forward).

*probably that the drawing was converted but those values remained.
