Strange Double-Wing Airplane Concept of 1938 ?

From L'Air Revue 1938,

here is a strange idea for double-wing or bi-wing (can't say a biplane),it was designed by the
engineer J. Delsuc ?.

Not a project, just ilustation of two wing positions for which the diagram below is calculated. C - wing in upper position, NC - wing in lower position, NT - wing in lower position but with fuselage-wing joint faired over.
