Isn't that rather giving away what it does?

The secret isn't that it exists (the CIA has advertised for the National Clandestine Service for years) -- the trick is how to cover the people who belong to it.

NSA was secret for years, I always wonder how many alphabet soup agencies are still operating out of the public's view?
