I believe it's a wind tunnel test article for the Advanced Surface to Air Ramjet (ASAR), a 1970s US Navy project.

Edit: My bad, it's Integral Rocket Ramjet Surface-To-Surface Missile, which slightly predated ASAR.

Lot of that going around.

Worth mentioning that the reference to this as a "battleship model" probably just means that this is a non-flying wind tunnel model and thus was much heavier and more durable than a flying version.
