No, there are still T-23's that have yet to receive the Sea Ceptor in service.

Not sure what the Malaysians are doing with their Kekiu Class or the Indonesion's with the Bung Tomo Class either. Both have VL Sea Wolf. Brazil and Chile are switching to Sea Ceptor.
